Staggered wheels are different size wheels and rims in the front and rear. Commonly, it’ll be 3 or 4cm wider in the rear (i.e. 255mm front, 285mm rear).
If you have an M3, you’ll have to get the staggered ones, as the M3 is built for these rims.
If you have a regular 3 series, your car is probably fitted for non staggered but you can buy spacers for the rear rims so that a staggered set will fit (Staggered wheels give you more grip and stability so I’d recommend going with those).

Its another end user/sales person term us pro’s don’t understand well. I think it means staggered is the rear wheels are wider that the front.
Pretty sure the offset and all that does not work well with the E23 with either type of the M3 wheels. But I think it depends on the year of the car the wheels were meant for. BMW likes to change around the wheel offsets and all that with each passing year.
